INSTRUCTIONS
COURSE
RACK
A rack mounted horizontal line of numbers or letters
shall designate the course. The
forward most letters shall designate the classes. They will be white on a black
background. The following numbers
or letters, black on a white background, shall designate the course (numbers) or
the turning marks (letters). Course
sequence shall be listed from bow to stern in the rack.

The club mark is either an anchored vessel displaying
Code Flag M or a portable bouy.
The orange bouy is one of four privately maintained
orange marks, marked N, S, and W, and are cylindrical in
shape.
APPROXIMATE
COURSE & DISTANCE TO EACH MARK
Letters
posted in the course rack indicate turning marks that shall be passed in the
order posted.
A boat shall start, pass each mark on the required
side in the correct order, and finish, so that a string representing her wake
after starting and until finishing would, when drawn taut, lie on the required
side of each mark and touch each mark, but not encircle each mark. On windward-leeward courses and/or
courses changing 180 degrees, all marks shall be left to
port.
COURSE CHANGE BEFORE
THE START
A boats course may be changed before its start, but
not within 5 minutes of its start.
STARTING
AREA
The starting area will usually be near the Scituate
Approach Gong SA, but shall be determined by the location of the Race
Committee Boat. Boats must keep
clear of the starting area and the starting line while other classes are
starting. Failure to keep clear may
result in disqualification. A PHRF
boat starting early and failing to return to make proper start will be penalized
30 minutes. A J/24 starting early
and failing to return to make a proper start, will be
disqualified.
STARTING LINE
The starting line will be between a staff displaying
an orange flag an the Race Committee Boat and a nearby portable yellow or orange
mark. When the portable mark is
missing, the starting line will be between the staff displaying an orange flag
on the Race Committee Boat and the nearby navigational
aid.
Race

ABANDONING RACE BEFORE RACE COMMITTEE BOAT HAS
If, for any reason, a race must be abandoned before
the Race Committee Boat leaves the harbor, the Race Committee will hail the
fleet on channel 9 and make the announcement via channel 68. The races abandoned signal will be
displayed on the Race Committee Boat.
For twilight Races, if the Race Committee has not started the sequence by
SHORTENING
COURSE
The Race Committee may shorten the course at its
discretion. The finish line will be
at any mark where the Race Committee Boat is stationed displaying the shortened
course signal. The Race Committee
will sound 2 horn blasts or other sound signals on the approach of each
finishing class.
INDIVIDUAL
RECALL
When, at her starting signal, a boat does not comply
with Rule 29.1 or Rule 30.1, the Race Committee shall promptly display flag
X. The signal shall be displayed
until all such boats are completely on the pre-start side of the starting line
or its extensions and have compiled with Rule 30 if it applies but not later
than 4 minutes after the starting signal or 1 minute before any later starting
signal, whichever is earlier.
GENERAL
RECALL
When, at the starting signal, several unidentified
boats are on the course side of the starting line or there has been an error in
the starting procedure, the Race Committee may signal a general recall (flag
First Substitute). The preparatory
signal for a new start for the recall class shall be made 1 minute after the
first Substitute is lowered, and the starts for any succeeding classes shall
follow the new start.
FINISHING
LINE
All finishes will be mark A unless courses have been
shortened in the prescribed manner.
The finish line shall be between the mast on the Race Committee Boat and
the nearby mark or bell. A blue
shape may be displayed when the Race Committee Boat is on station at the finish
line. The line must be crossed in a
direction most nearly in a straight line from the last turning
mark.
TIME
LIMITS
For twilight races, the finish of one boat within 2 Ό
hours after the start shall make a race for that class. For weekend races, the finish of one
boat within 4 hours after the start shall make a race for that class. If no boats finish before the prescribed
time, the race for that class will be abandoned or canceled. If the Race Committee Boat is not on
station, each finishing boat shall take its own time within three boat lengths
of the finishing mark and report it to the Race
Committee.
PROTESTS
All protests shall conform to Rule 61 and, in
addition, the protesting boat shall inform the Race Committee upon finishing
whom she is protesting.
ALTERNATIVE
PENALTIES
The scoring penalty as
provided in the racing rules of sailing, Rule 44 shall
apply:
